**Chapter 21: Brazil’s Future Plans**
Before delving into Latin America, our hosts review the most recent developments in Florida since Chapter 20.
In the past few weeks, West Flagler submitted a request for a rehearing by the full court. The court did not directly dismiss the request but instead asked the Seminoles to respond by August 31st.
Considering the complex legal proceedings involved, it is widely believed that sports wagering in Florida will not be taking place anytime soon. However, the possibility of a launch during the upcoming NFL season is not completely out of the question.
**Brazil’s Future Plans?**
Meanwhile, in Brazil, Neil Montgomery says “anything is possible.”
The nation regulated sports wagering in July after President Luiz InĂ¡cio Lula da Silva signed a temporary measure.
This officially implemented the sports betting rules approved by Law 13,756 of 2018. However, Montgomery points out that these rules contain some “surprises,” including a higher GGR tax, stricter marketing restrictions, and higher licensing fees.
Though these rules represent a move toward a final conclusion, not everyone is satisfied with the final product. Now, the expectation is that it will be adjusted in the Brazilian National Congress, where it must be accepted to become permanent legislation.
“We are still encountering strong resistance from specific groups within society, specific groups within Congress,” Montgomery stated.
“There are numerous developments taking place in Brazil, but we need to observe the ultimate outcome.”
Despite the political tension surrounding sports wagering in Brazil, Montgomery indicated that progress is being made in implementing the rules.
“Alongside the debate regarding federal law, particular states and municipalities have taken the initiative in this process and introduced their own products locally.”
For Hugo Bongaertner, the initial returning guest on the World Politics series, the regulation of sports wagering is a significant advancement for the nation.
“From my perspective… I believe this is a substantial step for Brazil,” he expressed. “The provisional measure is a highly, highly positive development. This is the initial step.”
